Recently,The National Development and Reform Commission (NDRC) issued the notice of “The Key Tasks for Recent Promotion of General Aviation Industry”.
To speed up the development of general aviation service support capability, to promote industrial transformation and development, and release the consumption potential, the General Office of the State Council issued on May 13 “The Instructions of the Promotion of General Aviation Industry”. In order to carry out the important decisions and plan in “Instructions”, “The Key Tasks for Recent Promotion of General Aviation Industry” is now issued to the relevant departments of business, military and local governments. Further developments will be made to it in accordance with the division of responsibilities, in order to accelerate the development of the general aviation market.

On May 13, 2016, the state council issued “The Instructions of the Promotion of General Aviation Industry” (hereinafter referred to as “Instructions”) to further promote the development of general aviation deployment.
“Instructions” highlight the general aviation-oriented problems and the five key tasks.
Firstly, cultivate the general aviation market. Strengthen the traffic service function of general aviation, actively develop short-distance transportation, and cater for the basic travel needs of people living in remote areas or with ground traffic; encourage the development of business aviation and adapt to the personalized and efficient travel needs. Expand the application of general aviation in disaster relief, medical care and other public service areas, as well as the application in industrial and agricultural production. Promote the integrated development of general aviation, tourism, sports, the Internet, and creative economy, leading the emerging mass consumption.
Secondly, accelerate the construction of general airports. Coordinate general aviation and public transport aviation, optimize the layout of the plan, reasonably determine the standard, improve the audit procedures, and promote general airport construction accordingly, to finally solve the “landing difficulty”.
Thirdly, speed up industrial restructuring and upgrading. Enhance independent innovation capability, break through key technologies, upgrade manufacturing capability, and popularize and apply new technologies. Construct integrated or professional demonstration areas, promote industrial agglomeration, optimize the industrial layout, and enhance international competitiveness.
Fourthly, expand the openness of low-altitude airspace. Realize the seamless connection of monitoring airspace and reporting airspace below 3000 meters, simplify the flight approval (filing) procedures, clarify the time limit for approval, and facilitate the rapid flight of general aircraft, to finally solve the “departure difficulty”.
Fifthly, strengthen the whole safety supervision. Establish cross-department and cross-section joint regulatory mechanism for general aviation, facilitate the general aviation flight activities; in the meantime, enhance the capacity-building for safety supervision and law enforcement efforts – conduct the whole supervision over the process of the production access of general aircraft, airworthiness management, and operational safety, to ensure safe and orderly general aviation flight.
The Key Tasks for Recent Promotion of General Aviation Industry
To implement the relevant decisions and arrangements of the General Office of the State Council, to give full play to the role of the market mechanism, to increase the intensity of reform and innovation, to make progress solidly with highlights, and ensure the successful completion of the objectives, here are the recent key tasks.
Firstly, cultivate general aviation market.
1) Select the provinces with basis for the development of general aviation industry, (autonomous regions and municipalities), carry out the cooperation between the central and local governments, and promote the construction of the general aviation demonstration province. The first selections are Chongqing and Inner Mongolia Autonomous Region. In Chongqing, accelerate the development of general aviation industry chain, deepen the low-altitude airspace management reform, focus on fostering market demand; in Inner Mongolia Autonomous Region, focus on the promotion of the short-distance transport of general aviation and the coordination of relevant departments and military units, to promote the pilot demonstration.

2) Summarize the pilot projects of Inner Mongolia Alashan commuter aviation pilot, Genhe and other general aviation short-distance transport pilot, promote in Xinjiang, Qinghai, Gansu, Ningxia, Tibet and other remote areas, or areas with ground traffic inconvenience to meet people’s travel needs.

4) Carry out pilot air sports, construct 15 different types of flight camps for parachuting, paragliding, gliders, etc.

5) Construct more than 10 pilot general aviation towns.

Secondly, accelerate the construction of general airport.
6) Promote the development of general airport layout planning. At present, five provinces (autonomous regions and municipalities) including Zhejiang, Guangxi, Chongqing, Tibet, Ningxia have issued general airport layout plans, and the remaining 26 provinces (autonomous regions and municipalities) are still working on the layout planning, and the layout plans are scheduled to come out by the end of 2016.

7) The provinces equipped with general airport layout plans will establish and publish project database for the general airport construction, to determine the key projects of general airport over 2017-2018 to attract all kinds of investment subjects.

8) Sort out the 26 hub airports with annual passenger throughout of more than 10 million passengers nationwide to study and relieve the non-core business of the hub airport.

9) Research on the construction standards of maritime airports

13) Research on putting forward “The Opinions on the Implementation of the Comprehensive Demonstration Area for General Aviation Industry” and instruct the localities to carry out the development of the general aviation industry comprehensive demonstration zone. The first batch consists of 25 demonstrative areas.

16) Promote the use of Beidou navigation and new technologies such as broadcast automatic monitoring, research and develop the core equipment that can be applied to China’s low-altitude airspace communications, navigation, surveillance, meteorological and air traffic services, to carry out the construction of major airworthiness certification laboratory.

Fourthly, expand the openness of low-altitude airspace.
17) Modify and improve the low-altitude flight management requirements, adjust the low-altitude airspace from 1000 meters true height to 3000 meters true height; follow the procedures for approval.
